Playing National Anthem of "Indonesia Raya" Does Not Constitute Copyright Infringement

Professor of law from Padjadjaran University Prof. Ahmad M. Ramli emphasized that the playing of the song Indonesia Raya does not violate copyright because it has been regulated in Law Number 28 of 2014 concerning Copyright, Article 43 letter "a". Ramli conveyed this when presented as an expert from the government in the follow-up hearing of the material review of the Copyright Law in Cases Number 28 and 37/PUU-XXIII/2025 in the Plenary Courtroom of the Constitutional Court.[1]

According to Ramli, "Indonesia Raya," as the national anthem, falls under the category of fair use. In this case, fair use is not considered copyright infringement.
