Federal prosecutors in Florida officially unsealed indictments against former Cuban leader Raúl Castro and five others on Wednesday. Citing Reuters, Friday (22/5/2026), these charges relate to the incident of the shooting down of two civilian aircraft by the Cuban military 30 years ago, where the official announcement was made by officials at a press conference in Miami. The federal criminal charges against the now 94-year-old Castro--brother of the late Fidel Castro and widely seen as one of the most powerful figures in Cuba--mark a new escalation in the Donald Trump administration's pressure campaign against the Cuban government. Castro himself served as president of Cuba from 2008 to 2018 and as a high-ranking official in the country's Communist Party from 2011 to 2021.[1]
Castro was indicted in Miami on April 23 on one count of conspiracy to murder a U.S. citizen, four counts of murder, and two counts of aircraft destruction. A judge later granted prosecutors' request to open the 20-page indictment on Wednesday. The charges focus on the Cuban air force's decision to shoot down two civilian airliners flown by the Florida-based exile group Brothers to the Rescue in February 1996, killing four people. The indictment states that the planes were outside Cuban airspace at the time of the shootings. The five other named defendants are identified as Cuban fighter pilots, including one originally charged in connection with the shootings more than two decades ago. Acting Attorney General Todd Blanche strongly affirmed the government's commitment to justice for the victims. The U.S. side assured the victims that it would not allow this case to languish.
